Incorporating Federal Requirements into State Accountability Systems: Lessons Learned from Four States

Developed by the Study Group on Adequate Yearly Progress and Accountability of the CAS SCASS, this publication provides a resource to state education agencies as they design and implement comprehensive statewide accountability systems to assess progress for Title I purposes within the same accountability system used to measure school and local district progress in educating all students. The report examines critical policies and processes that enabled the four states to design coherent systems that can be used for both state-specific purposes and for measuring school progress, identifying schools in need of assistance, and identifying exemplary schools. Additionally, the report addresses the educational context present in the states, the overall design of system components, procedures for setting goals for progress, inclusion issues, and technical quality. It is the intent of this study to inform and guide others who are working through the process of building comprehensive integrated systems of accountability for all children. States at various stages of development and implementation of statewide systems will find this report a useful roadmap for planning and design.
