The information for the publication was compiled from The Second Annual Strengthening Partnerships for American Indian, Alaska Native and Native Hawaiian Student Education Conference, which was cosponsored by Educational Testing Service (ETS), and was convened at the Semiahmoo Resort in Blaine, Washington, on August 8-11, 2004. This conference provided a unique opportunity for state, district, and school representatives to work together as a team to create customized state action plans.

The conference proceedings publication includes summaries of presentations by plenary speakers who provided participants with information on the history, research, best practices and promising programs related to Native children. The following experts were plenary session speakers:

Byron Mallot, president and CEO, First Alaskans Institute

David Beaulieu, professor for the Center for Indian Education at Arizona State University
Lily Wong Fillmore, professor at the University of California, Berkley

In addition, the publication contains summaries of breakout sessions, which were convened on the following topics: teacher quality, parent involvement, language development, early childhood education, health and safety, and policy.
