High School Reform and English Language Learner Students: Perspectives from the Field

To gain insight into the issue of high school reform and English language learners, the Council of Chief State School Officers commissioned a set of four papers for the Integrating English Language Learners and High School Reform meeting in October 2003. Four authors addressed the issues surrounding ELLs in high schools. The authors represent the following perspectives: a classroom teacher, a school professional development coordinator, a district representative, and a former director of ESL/bilingual programs at the state level. First, Peter Martin’s paper, “Supporting English Language Learners with Low Literacy Skills in the High School Classroom,” discusses the school experience of two secondary ELL students, who face numerous challenges in attempting to learn English within a prescribed period of time. Next, Bobbi Houtchens’ paper, “English Learners and High School Reform: A Classroom Teacher’s Perspective,” offers a classroom teacher’s view of the ideal high school. Then, Mary Ramirez’s paper, “ELLs In Small High Schools: Leveraging District Resources,” presents the role of the district in encouraging ELL success by enabling supportive policies that promote high school transformation. Finally, Maria Medina Seidner’s paper, “Restructuring the American High School Leaving No ELL Behind: The Role of the State,” discusses the state’s role in ensuring that every ELL receive the appropriate educational services needed for success in U.S. schools.
