Alignment Study in Language Arts, Mathematics, Science, and Social Studies of State Standards and Assessments in Four States

This report is intended for SEA staff who may be involved in conducting and analyzing studies of the alignment of state standards and assessments. In this study, conducted between 2001-2002, the Webb alignment analysis process, originally developed in conjunction with CCSSO and the National Institute for Science Education, was used to compare the state standards and state assessments in four content areas on four criteria: categorical concurrence, depth-of-knowledge consistency, range-of-knowledge correspondence, and balance of representation.

Overall, the study found that in the participating states, the analytical process produced useful information that distinguished different qualities in relationships between their assessments and standards. The process works better with some content areas than others. With appropriate training, the alignment methodology can be used by states to obtain information on the overall level of alignment of their assessments to content standards. Findings from this study will be used by the TILSA SCASS to make revisions to the process and further refine the methodology. A second phase of work on the alignment study is already underway.
