New Name – State Consortium on Education Leadership (SCEL)

The State Consortium on Education Leadership was first convened by the Council in 2003 as the Interstate Consortium on School Leadership (ICSL). Members decided on a broader scope and new name that signifies commitment to improve educational leadership across leadership roles and at all levels of state systems. (State memberships will not be affected by the name change, and both names will be listed in the Council’s directory through FY 2007-08.)


Updates on ISLLC Standards for School Leaders by the NPBEA


The Council of the Chief State School Officers is pleased to share the recently revised and approved national standards for educational leadership policy, which most of you have come to know over the years as the “ISLLC Standards.”

The ISLLC Standards have helped guide leadership policy and practice in more than 40 states since they were first released in 1996 by the Interstate School Leaders Licensure Consortium (ISLLC).

New SCEL Product - Planned Release of the SCEL Performance Standards and Indicators for Education Leaders: ISLLC-Based Models for Education Leadership

For the past two years, SCEL participants from 25 states have worked collaboratively to develop a new product, the Performance Standards and Indicators for Education Leaders: ISLLC-Based Models for Education Leadership. Over 40 states used the ISLLC Standards in state policies and programs, but implementation has been slowed by need for guidance about what broad ISLLC Standards mean in practice. The new product provides observable, measurable performance descriptions of the most important aspects of effective leadership. It uses the footprint of the six ISLLC Standards as a common language across state and local contexts. Reviews have been very positive about the standards and indicators to improve leader performance in a variety of roles and across the career continuum.

State Leadership Policy Framework and National Snapshot
 


SCEL representatives contributed to this systemic framework and snapshot of state policies to improve educational leadership. The report describes five key state policy levers and illustrates how they contribute to recruiting, training, and supporting highly qualified administrators. National data provide a snapshot of progress toward creating and implementing state policies to address each of the policy levers. The state policy levers and data provide a developmental model for continuous improvement of leaders across career stages.

Mission of the State Consortium on Education Leadership (SCEL) 

The mission of the State Consortium on Education Leadership (SCEL) is to provide leadership, advocacy, and service by creating and supporting collaborative partnerships with state education agencies for the purpose of improving education leadership at all system levels. The mission is achieved by developing and implementing coherent, effective state policy systems that develop and support education leaders for continuous improvement along the career continuum, from recruiting strong leaders through preparing and continuing learning and service at all system levels, including expert state and local leaders, teachers, mentors, and coaches.

 

Effective leaders are critical to improving education for all students and to achieve the mission of the Council of Chief State School Officers:

 

CCSSO, through leadership, advocacy, and service, assists chief state school officers and their organizations in achieving the vision of an American education system that enables all children to succeed in school, work, and life.
