Guided by the State Action for Education Leadership Project (SAELP) National Consortium steering committee, the Council of Chief State School Officers researched the question of how state policies can more effectively attract, sustain, and support education leaders. Working with principals, superintendents, policy experts, teachers, and the National Consortium members, CCSSO examined major trends in practice, conducted a review of literature and research on education leadership, and gathered lessons learned from other fields where leadership has long been a concern, such as business and public health. After careful review of the themes and trends that are traceable through existing research, the NC identified six key strategies that any comprehensive state leadership improvement effort must include. These six strategies serve as a basic framework that is used to organize the knowledge gathered in the SAELP State Policy and Practice Compendium.
