Definition

Changes in behavior, knowledge, understanding, ability, skills and/or attitudes that occur as a result of participation in a program or course of study, receiving services, or using a product.

Explanatory Comments

  • In the context of program evaluation, outcomes must be measurable in order to contribute to understanding of a program's impact.
  • Increasingly, the term is being replaced by content standards and performance standards (benchmarks).
