For some time, the Council of Chief State School Officers has focused on efforts to improve the academic performance of struggling learners. Over the last few years, several Council initiatives have encouraged collaboration across divisions and uniting the work of Title I, Title III, Reading First and Individuals with Disabilities Education Act (IDEA) under the broader frame of school improvement under No Child Left Behind (NCLB).
Consistent with evidence based practices and strategies advanced by Reading First, provisions of IDEA 2004 have expanded interest in a process of universal screening, progress monitoring and tiered interventions commonly known as Response-to-Intervention (RTI). Paradoxically, although RTI is introduced in IDEA, it is a general education strategy. RTI is a powerful process that supports all students; yet, if RTI is to be implemented effectively, states and local districts must understand the potential and align these approaches with current efforts.
To support this work, CCSSO has joined with a number of other national organizations who are working cooperatively with the Office of Special Education Programs (OSEP), the Office of Elementary and Secondary Education (OESE) and the Office of English Language Acquisition (OELA) to plan for the implementation of RTI.
The US Department of Education (ED) invites state teams to the Summit on “Response to Intervention: Improving Achievement for ALL Students” to be held in Arlington, VA on December 6-7, 2007.

- REGISTRATION IS NOW OPEN. Attendance at the Summit is by invitation only. Each Chief State School Officer has received an invitation to form and register a team drawn from SEA staff. Information in this invitation is for the SEA teams only. Members of partner organizations and technical assistance providers should contact their national organization or the IDEA Partnership for more information. View the invitation here.

- A SEA team roster has been developed as an aid for registration and a tool for follow-up. Click here to download a copy of the SEA team roster. It will be helpful to have a completed team roster available prior to registration. Please also email a copy of the completed roster to Tolani Adeboye at tolania@ccsso.org by October 19th to assist with connecting SEA team members with other state team members and appropriate partners and technical assistance providers.
