On April 21-23, 2008 the Council of Chief State School Officers (CCSSO), in collaboration with the U.S. Department of Education, and with support from the Charles Stewart Mott Foundation (Mott) convened a meeting in Arlington, VA for state administrators of the 21st Century Community Learning Centers (21st CCLC) and Supplemental Education Services (SES) programs. State education agency (SEA) staff from 44 states were in attendance as well as representatives from the District of Columbia, Puerto Rico, and the Bureau of Indian Education.
This meeting was the fourth time that the Council of Chief State School Officers and representatives from the Office of Elementary and Secondary Education and the Office for Innovation and Improvement at the US Department of Education partnered to plan and jointly convene this meeting.
On Tuesday, April 22, two separate and distinct meetings took place:
- A meeting of Supplemental Educational Services administrators
- A meeting of 21st Century Community Learning Centers administrators
These separate meetings addressed key concerns, challenges and successes related to implementation of the two programs including student participation, monitoring and evaluation, forging and sustaining effective partnerships, and collecting data.
On Wednesday, April 23 all participants convened together for a joint meeting focused on how 21st CCLC, SES, and other funding streams can complement each other to more effectively serve students during out-of-school time. Plenary and breakout sessions focused on problem-solving related to coordinating and blending categorical funding streams and sharing effective practices across federal programs.
