Joining the SEC Collaborative

CCSSO leads a collaborative of state and district education agencies that pool resources to plan and implement projects applying The Surveys of Enacted Curriculum, to conduct alignment analyses, and to train leaders in using data with local educators. Costs are shared among the collaborative members on annual basis. All state education agencies are eligible, as well as a district designated by the state, for membership. An annual membership fee provides for travel for staff to meetings, use of survey tools and services, technical assistance, and project management. Core memberships are set at $20,000 per year. States or districts can add additional services to the core membership. The CCSSO membership year is July through June, but members can join at any time for a prorated fee.

The Surveys of Enacted Curriculum (SEC) Collaborative Project was initiated in 1998 with the goal of working with states to develop a Survey of Enacted Curriculum in the subjects of mathematics and science. It is one of eleven collaboratives that CCSSO sponsors under their umbrella collaborative, State Collaborative on Assessment and Student Standards (SCASS). Over the past six years CCSSO and our partners in the SEC Project have worked with state education agencies to implement the SEC tools for data collection, analysis, and reporting. CCSSO worked with state specialists, Learning Point Associates, and Wisconsin Center for Education Research to develop an English language arts and reading version of the Survey, and instruments are now available in three subjects for teachers K-12.

Services Provided

Over the past decade, CCSSO and our partners in the SEC Project have worked with state education agencies to implement the mathematics and science SEC tools for data collection, analysis, and reporting. More recently, CCSSO worked with state specialists, Learning Point Associates, and Wisconsin Center for Education Research to develop an English Language Arts version of the Survey, and instruments are now available in three subjects for teachers K-12.

Currently, CCSSO and our project partners are assisting over 18 states and districts to design and implement applications of the Surveys--particularly for alignment analyses of instruction to standards, program evaluation, needs assessments, and improvement of instruction to improve student achievement. States are using the Surveys and resulting data in conjunction with the following programs:

  • Alignment of instruction to state content standards
  • Alignment of state content standards to state assessments
  • NCLB Schools In Improvement
  • Math Science Partnerships grant evaluation
  • Longitudinal study of the relationship between aligned instruction and gains in student achievement
  • Reading First formative evaluation
  • State indicators of differences in instruction

Each state is receiving assistance in project design, survey administration, and leadership of workshop sessions on using SEC data to meet their specific objectives. Meetings of the SEC collaborative focus on sharing effective strategies for design of data reporting and applying data for multiple uses. The Surveys are now available online and technical assistance is provided through the partner organizations and expert consultants.
