Consortium FAQs

Who participates in SCEL?
SCEL membership is open to all states and territories. Participation in meetings and activities is open only to state education agency (SEA) staff directors who are responsible for administrator standards and licensure criteria, testing, preparation programs, evaluation, professional development programs and program criteria (e.g., leadership academies and on-line training), and school improvement strategies. Roles of participants include directors of state leadership academies, professional development, administrator licensure or certification, and state professional standards boards, as well as deputy superintendents responsible for professional licensure and school improvement.

Which states are members of SCEL?
In 2006–2007, the members of SCEL are Alabama, Arkansas, Arizona, California, Connecticut, Delaware, District of Columbia, Georgia, Kentucky, Louisiana, Missouri, Mississippi, New Jersey, Ohio, Oregon, Rhode Island, South Carolina, Utah, and Washington.

Who plans SCEL activities and meetings?
Participants and CCSSO staff set the Consortium's agenda and schedule.

What are the benefits of state membership and fees?
The value-added for states is a national network sharing resources and professional experience about a variety of strategies to improve local administrator quality. Participants consistently evaluate meetings as highly effective for cross-state networking and getting in-depth information about what works—and what doesn’t work—from other states' experiences with policies, strategies, resources, and programs. They have developed cross-state projects, used other states’ materials, and received valuable feedback from colleagues. They will guide and have access to a systematic clearinghouse and database of information and resources on a secure online workspace that will harvest the best resources being developed around the country.

Information about the School Leaders Licensure Assessment (SLLA) and the School Superintendent Assessment (SSA) is available from the Educational Testing Service website. CCSSO does not have information about these tests.
