The Early Childhood Education Assessment (ECEA) Consortium works to enhance young children’s learning and school success by helping states design and implement standards, assessments, data systems and accountability initiatives for early education, kindergarten and primary grade programs. The work produced by the consortium assists states in addressing issues related to the development of children from birth through age eight.

ECEA Collaborative Advisor: Tom Schultz
Collaborative Advisors help to facilitate meetings for each SCASS. They track progress on publications, projects, and other deliverables and report back to CCSSO staff.
Tom Schultz is Project Director for Early Childhood Initiatives at CCSSO in Washington, D.C. where he works with states to improve learning opportunities and outcomes for young children. Prior to joining the Council, Dr. Schultz worked at the Pew Charitable Trusts, from 1995-2005 he served as a senior manager in the Head Start Bureau, where he led the development of initiatives in the areas of child assessment. He also served as a member of the Secretary’s Advisory Committee on Head Start Quality and Expansion and the Editorial Board of the Early Childhood Research Quarterly.
Recent Highlights
- Published a 50-state survey on early childhood standards in assessment
- Contributed to new CCSSO initiative to improve state data systems on young children, early childhood programs, and the early childhood workforce
