Arts Education Assessment Consortium 2006-2007

PURPOSE/INTENT


SCASS ARTS is the only state-based, nationally focused group addressing the development and refinement of arts education assessment materials for large-scale, district-level, and classroom-based assessment and professional development connected to the National Standards in Arts Education. The SCASS/Arts Education Consortium is a collaborative venture among member states to develop and disseminate model local and state assessments in the visual and performing arts and provide professional development materials and opportunities for teachers in developing and using arts assessments. Through the SCASS/Arts Education Consortium, member states are able to draw on the best work from across the nation, thereby gaining a higher quality product at a lower cost than if they attempted to develop assessment systems on their own. For example, the web-based item development project described below can significantly cut the cost of developing assessment items while assuring high quality in the final product.

ACCOMPLISHMENTS TO DATE


The group has developed the following products:

  • A collection of arts education performance assessment exercises linked to the National Standards for Arts Education that represents all arts areas and the NAEP categories of Creating, Performing and Responding at grade levels 4, 8, and 12.
  • A professional development program for arts assessment literacy and conducted a trainer of trainers institute with support from a grant from the National Endowment for the Arts.
  • A Handbook on Developing Performance Assessments in Arts Education: Lessons Learned, and the complete collection of professional development materials used at the 1998 National Arts Assessment Institute available in a 450-page, three-ringed binder or in electronic files on a CD-ROM.
  • A web-based item development process that uses professional development training at the state level, the submission of items to a website where they are screened for content and assessment accuracy by a panel of experts according to criteria developed by the group, and either sent back to the originator or advanced to the final pool.

WORK IN PROGRESS


In this phase of the project, the group is

  • continuing to develop the pool of items with the addition of constructed-response items and stimulus material (visual, aural, and digital video)
  • developing multimedia technologies in the presentation and facilitation of arts assessments and in the gathering of evidence of student achievement and scoring of the work,
  • developing an annotated bibliography of arts assessment research

FEES AND PROJECTED SCHEDULE FOR 2007-2008


A yearly participation fee of $16,000 provides support for two representatives from each state to attend the three-meeting/work sessions over the year.
