Workforce Investment Act

Title I of the Workforce Investment Act of 1998 (WIA), P.L. 105-220, the nation’s chief job–training legislation, authorizes several job training programs, including youth, adult, and dislocated worker activities and Job Corps. The law includes the Youth Challenge Grant Program to assist young people in acquiring the skills, credentials, and employment experience necessary to succeed in the labor market.

Legislative Outlook

In 2006, the House and Senate authorizing committees approved competing WIA reauthorization bills, which ultimately collapsed due to a provision in the House bill allowing faith-based providers to discriminate in hiring based on religion. Legislation to reauthorize WIA has not been introduced in either the House or Senate and the issue is not expected to receive significant attention until the committees have acted on HEA.
