Who to Contact for Assistance at CCSSO

CCSSO Braintrusts

As part of its ongoing efforts to assist states in implementing the No Child Left Behind Act of 2001 (NCLB), CCSSO has been convening a series of "Braintrusts" in key areas of NCLB implementation. The NCLB Braintrusts are designed to bring together state and national experts to examine the most immediate and challenging NCLB issues facing states.

CCSSO State Consortia on Assessment and Student Standards (SCASS)

  • Accountability Systems and Reporting (ASR-SCASS)
    Collaborative of state educators, representatives of the U.S. Department of Education, and consultants that focuses on the effective development and implementation of state accountability and reporting systems.
  • Assessing Limited English Proficient Students (LEP-SCASS)
    Collaborative of state educators, representatives of the U.S. Department of Education, and consultants that focuses on the development and dissemination of tools to support standards-based assessment for students with limited English proficiency.
  • Assessing Special Education Students (ASES-SCASS)
    Collaborative of state educators, representatives of the U.S. Department of Education, and consultants that focuses on accommodations and alternate assessment issues, professional development in universal design of assessments; and reporting assessment results for students with disabilities. 
  • Comprehensive Assessment Systems for ESEA Title I (CAS-SCASS)
    Collaborative of state educators, representatives of the U.S. Department of Education, and consultants that focuses on the implementation of standards, assessments, and accountability systems used for ESEA Title I (including NCLB). 
  • Early Childhood Education Assessment Consortium (ECEA-SCASS)
    Collaborative of state educators, representatives of the U.S. Department of Education, and consultants that focuses on early childhood learning and developmental outcomes, appropriate assessment, program evaluation, and using data for system accountability. 
  • Science Education Assessment Project (SEAP-SCASS)
    Collaborative of state educators, representatives of the U.S. Department of Education, and consultants that focuses on the development a wide variety of science assessment measures for use at the state and local levels.
  • Surveys of Enacted Curriculum (SEC-SCASS)
    Collaborative of state educators, representatives of the U.S. Department of Education, and consultants that focuses on alignment, professional development, and research using the survey of enacted curriculum methodology.
  • Technical Issues in Large Scale Assessment (TILSA-SCASS)
    Collaborative of state educators, representatives of the U.S. Department of Education, and consultants that focuses on critical research into design, development, and implementation of standards-based assessment systems. 

CCSSO Committees

CCSSO sponsors a number of committees that work on issues related to NCLB implementation.

  • Legislative Committee
    The Legislative Committee is responsible for developing the Council's position and policy statements on relevant legislation and working with membership to carry out those positions.

  • NCLB Task Force
    The NCLB Task Force provides CCSSO leadership and staff with assistance in monitoring NCLB implementation efforts, providing guidance to staff on relevant technical assistance needed by states, and working with the U.S. Department of Education, the administration, and other education agencies to provide timely and relevant feedback on effective implementation strategies.

  • Early Childhood Task Force
    Established in partnership with the Pew Charitable Trusts, this task force will work to maximize a strong message on the national front about the importance of early childhood education and to solicit their advocacy in promoting the agenda among CCSSO members across regions and states.

  • School Health and Safety Task Force
    This task force will examine the current state of school health and safety systems and ways in which those systems can be strengthened to support safe and healthy learning environments. In addition, it will explore potential state policy options and ways to respond to a crisis in those systems, whether the crisis is an act of terrorism or some other form of emergency.

  • Special Education Task Force
    This special task force has been designed to discuss pending IDEA legislation and to make recommendations to the chiefs regarding the reauthorization of IDEA. It will work with CCSSO staff to monitor the legislation and work with states and congressional membership to ensure state special education needs are addressed.

Assistance from Outside of CCSSO

  • Regional Educational Laboratories
    Educational research and development organizations supported by contracts with the U.S. Department of Education, Institute of Education Sciences (IES).
  • Comprehensive Regional Assistance Centers
    The U.S. Department of Education has established 15 Comprehensive Regional Assistance Centers to help states, school districts, schools, tribes, community-based organizations, and other grant recipients with the administration, integration and implementation of programs funded under the Elementary and Secondary Education Act (ESEA). 
  • Equity Assistance Centers
    The 10 equity assistance centers are funded by the U.S. Department of Education under Title IV of the 1964 Civil Rights Act. They provide assistance in the areas of race, gender, and national origin equity to public school districts to promote equal educational opportunities.
