Melissa Zack Johnston, Director of Strategy and Implementation

Melissa Zack Johnston

Melissa Johnston joined the Council of Chief State School Officers in 2003 and assumed her current role as Director of Strategy and Implementation in June 2008. Johnston oversees the implementation of the Council’s strategic plan and ensures communication across the four strategic programmatic areas – Comprehensive Data Systems, Educator and Workforce Development, Next Generation Learners, and Standards, Assessment, and Accountability. She manages the senior leadership team meetings and internal communication with regard to the organization’s strategic efforts.

Prior to this position, Melissa worked with Council members and other state policymakers to develop, augment, and implement policies and programs that effectively prepare, support, and sustain education leaders. This work was made possible through a National Consortium (consortium members include the Education Commission of the States, National Association of State Boards of Education, National Conference of State Legislatures, and National Governors Association), which provided coordinated technical assistance in the area of education leadership policy and practice to 24 Wallace Foundation-funded states.

Melissa has a Bachelor of Arts degree in American Studies and Black World Studies from Miami University and a Masters in Social Service Administration from the University of Chicago. Her concentrations at the University of Chicago were in policy analysis and non-profit management.

Prior to graduate school, Melissa worked for Reading Is Fundamental and the Public Education Network in grants management, program development, and technical assistance capacities. She also worked directly with the national professional development program at the National Association of School Psychologists.

Melissa lives in Silver Spring, MD with her husband Mark.
