States have increased interest in the use of growth models for school accountability. Growth models are based on tracking change in individual student achievement scores over multiple years.
The Council of Chief State School Officers (CCSSO) conducted an alignment content analysis of the 2009 National Assessment of Educational Progress Reading and Science Assessments administered in 2009 for students at grades 4 and 8. The analysis was conducted using the methodology of the Surveys of Enacted Curriculum (SEC). The study of NAEP Reading and Science Assessments was supported by the National Center for Education Statistics through the Assessment Division. This report on the findings of the analysis was prepared by staff of the Council of Chief State School Officers, led by the project director Rolf K. Blank.

The Accommodations Manual: How to Select, Administer, and Evaluate Use of Accommodation for Instruction and Assessment of Students with Disabilities presents a five-step process for Individualized Educational Program (IEP) teams, 504 plan committees, general and special education teachers, administrators, and district level assessment staff to use in the selection, administration, and evaluation of the effectiveness of the use of instructional and assessment accommodations by students with disabilities.
This publication provides a foundation and context for the use of accommodations by students with disabilities. When students have engaged in standards-based instruction with support provided through special education services and strategies, they will be able to show what they have learned on state assessments.
