There are a number of substantive and technical issues involved in equating and many potential pitfalls. This handbook was written for assessment practitioners working in state departments of education. Intended as both a guide and teaching tool, it aims to provide readers with the practical knowledge needed to have meaningful equating discussions with psychometricians and to make appropriate decisions, especially readers who may have arrived at their current position from a non-technical background. This handbook also served as the "text" for two consecutive NCME half-day Training Pre-sessions (2010 and 2011).
