Title I Comprehensive Assessment (T1-CA)

The Title I Comprehensive Assessment SCASS (T1-CAS) works on assessment and accountability implementation issues related to Title I of the Elementary and Secondary Education Act (ESEA). Over the last two years, T1-CAS has focused on helping members to prepare to transition to new ESEA requirements. Members of T1-CAS have completed four toolkits to support the transition from current state standards to college and career ready standards. In addition, the group continues an ongoing inquiry on the use of student achievement data as a part of educator evaluation systems.  T1-CAS is also working on the Handbook for Professional Development for Assessment Literacy in collaboration with ELL, ASES, and FAST SCASS groups to identify new trends in assessments preparation.

In the coming year, T1-CAS members will also run trial sessions to implement the transition to college and career ready toolkits developed during the previous membership season. The group will also revise the Handbook for Professional Development on Assessment Literacy to include use of formative, interim, and summative assessments with considerations for ELL and Special Education students. The handbook will include an overview for each topic with references and links to additional resources for more in-depth information. There will also be a powerpoint that can be used for instructional purposes with strategies for different audiences. The Handbook will allow for states to customize the Handbook using their own information. The T1-CAS SCASS will also act as a gateway for updating members on ESEA transition issues, including legislation and waivers.

T1-CA Collaborative Advisor: Wayne Neuburger

Wayne's career includes 15 years working with school districts on the planning and development of assessments for instructional planning and evaluation. He also spent 15 years as the head of the Oregon State Assessment Program, ushering the program through phases of assessments for program evaluation, student certification, measuring growth, online adaptive testing and accountability.
