State Superintendent Richard Ross Promotes Third-Grade Reading and State's New Straight A Fund in Visit to Cleveland

During a visit to schools in Cleveland as part of a statewide tour, Ohio Superintendent of Public Instruction Richard Ross touted the state's requirement that students be able to read by the end of third grade. "We have a moral issue to take this issue on," he said, noting that students entering third grade this year are the first to be subjected to the requirement, under which students' reading must be evaluated, those falling behind must be tutored, and progress must be reported. Ross also touted the $250 million Straight A Fund, which will let districts apply for start-up funding for long-term innovations or transition to programs resulting in long-term cost savings, such as mergers or district collaborations. Collaborations can receive up to $15 million from the fund, while individual districts can receive up to $5 million. Ross said, "This is an opportunity to really change schools."
