State Law Change Keeps Principal Evaluations Under Wraps

Under a bill signed by Wisconsin Gov. Scott Walker in April, school boards must implement teacher and principal evaluation systems -- either those developed by the State Department of Public Instruction or equivalent systems -- by the 2014-15 school year. Although principal evaluations previously were available to the public, the new law exempts these evaluations from the state's open records law. State education leaders say the evaluations are not meant to compare educators and that keeping the evaluations confidential will create an environment for them to learn and grow. Under the new system -- developed by a team headed by State Superintendent of Public Instruction Tony Evers -- a combination of state and local test scores, achievement of specific student learning objectives, and other factors will make up half of the evaluations scores, and observations of teacher practice will make up the other half.
