Special Education Office Aims to Revise Monitoring Focus
Education Week (05/14/13) Samuels, ChristinaThe Federal Office of Special Education programs has proposed a revised reporting system that would place the focus on student performance as well as procedural compliance. The revisions will affect Part B and Part C of the Individuals with Disabilities Education Act. Under the proposal, some reporting requirements would be removed from both parts of the act, and the federal government would ask states to create a "State Systemic Improvement Plan" that would be a "comprehensive, ambitious yet achievable plan for improve results" for these students with regard to test performance, high school graduation rates, and post-school outcomes. Each state would provide information on specific performance indicators -- 20 under IDEA Part B and 14 under Part C -- that will then be evaluated by the federal government and receive a determination on whether they "meet requirements;" "need assistance," "need intervention," or "need substantial intervention." Nancy Reder, deputy executive director of the National Association of State Directors of Special Education, said the system is "a balanced approach to focusing on both compliance and outcomes."
