According to the long-term National Assessment of Educational Progress results, U.S. elementary and middle-school students have made sizable gains on national math and reading tests in the past four decades, but high-school students have made none. Moreover, African-American and Hispanic children are making the swiftest progress, even as minority students post lower scores than their white counterparts in every age category. In math, 9-year-olds had an average score of 244 in 2012, up from 219 in 1973, and scores among 13-year-olds rose to 285 from 266, while high school students' scores remained essentially flat at 305.
