PCSS Alternative Compensation Model an Example for State

School districts across Tennessee must create teacher pay plans that factor in more than years of experience and degrees earned, and State Education Commissioner Kevin Huffman thinks Putnam County's Putnam Achieving Student Success (PASS) model serves as a good example. When PASS was implemented in the 2011-12 school year, current teachers could opt in to the model, but those hired after July 1, 2011, were automatically enrolled. PASS is comprised of a base pay system in which teachers can earn salary increases up to 3 percent based on their scores under the Tennessee Educator Acceleration Model and stipends that are awarded to teachers for participating in or leading professional development, achieving advanced degrees, mentoring fellow teachers, working as TEAM evaluators, or accepting "hard to staff" positions. Bonuses are paid out twice annually based on school and district-wide data, and principals and assistant principals receive rewards based on student data. "It has been a model that was created with an eye toward what the local needs are," says Huffman. "My hope is that we are going to see a wide range of models and that people really are thinking about their individual needs."
