New York State Sets Focus on English-Learners

New York's Board of Regents approved the Blueprint for English-Language Learners Success this spring, aiming to increase accountability and opportunities for bilingual and dual-language instruction for students who do not speak English as their primary language. The guiding document emphasizes full literacy and requires that all teachers view themselves as instructors of English-learners and that school leaders at all levels be responsible for the academic, linguistic, social, and emotional needs of English-learners. "We feel very strong about this direction for our English-learners. We want this blueprint to guide the field and be blunt about what our expectations are for English-learners," says Angelica Infante, who was tapped by State Education Commissioner John B. King, Jr., last year as associate commissioner for the office of bilingual education and foreign-language services in the New York State Education Department.
