New Statewide Plan Aims to Boost Early Literacy

The Response to Intervention initiative in Iowa aims to ensure students read at or above grade level by the end of third grade. State Education Director Brad Buck says, "We are at a pivotal time in the state of Iowa's education. We acknowledge that we must dramatically improve." Around 600 educators are being trained on the program, and 10 percent of the state's schools will use the new tests and statewide database for the program this fall. The system screens children for literacy at least three times annually, and students receive additional instruction or other supports if they score below the baseline. Buck hopes the system will be implemented by all schools in the future.
