House Passes Partisan NCLB Rewrite, But Rocky Road Still Ahead

The U.S. House passed a reauthorization of the long-delayed No Child Left Behind (NCLB) Act without a single Democratic vote. The measure maintains NCLB's signature testing schedule and its practice of segmenting student-achievement data by particular student groupings, such as English-language learners and students in special education. However, the bill would give states and school districts more say on how they hold schools accountable for student progress. It is unclear what will happen next, as the Democratic-controlled Senate Education Committee approved its own, widely different version earlier this year.
