Flexibility Provided by Accountability Act Could Allow School to Start Later in Day, State Superintendent Says
AL.com (09/16/13) Belanger, EvanThe Alabama State Board of Education approved the final administrative rule changes needed to reflect the requirements of the new Alabama Accountability Act. State Superintendent of Education Dr. Tommy Bice called the new powers to hold failing schools accountable for poor performance "exciting," despite some ongoing animosity between lawmakers and educators over the act. "It's really broadened what they're able to do," he said. "We've never been in a situation where that level of flexibility is available, which is a great thing." The accountability act allows schools to seek waivers of statutory and budgetary requirements, giving school systems more options. It also allows parents in school districts defined as "failing" to transfer their children to private schools or higher performing public schools in the same district and qualify for tax credits to help offset the cost.
