Evers Proposes Increase in Aid to Wis. Schools
Wausau Daily Herald (11/12/12)Wisconsin Superintendent of Public Instruction Tony Evers recently proposed a $615 million increase -- an increase of 2.4 percent in 2013 and a 5.5 percent increase for 2014 -- for public schools over the next two years by redirecting money from the popular school levy tax credit program. Nearly $47 million would be used to meet specific needs of schools, including raising graduation rates and increasing funds for a high percentage of non-English speaking students. Evers' plan would shift enough funding to keep property taxes flat for two years, and it would base the level aid for a district on how many students receive free and reduced lunch, instead of just property values. It also would set a new $3,000-per student funding level and allow for increasing the revenue limit in each of the next two years. The proposal faces an uphill battle, though the state's finances have improved.
